Packaging waste recycling systems — selected legal, organizational and economical problems in Poland

Abstract

This paper is an attempt to evaluate the recycling system in Poland through the analysis of the mechanisms of the whole chain of recycling processes as well as the size of packaging waste streams from various sources (taking into account their suitability for recycling). The use of significant mass of packagingwaste in the recycling processes is possible only if there is a properly functioning legal and organizational system, comprising the following elements: the infrastructure and know-how forwaste collection and segregation, recycling technologies for different packaging material groups, sources of funding and also a suitable level of general public awareness. The lack or low performance of some of those elements can result in a decrease in the whole system efficiency and a failure in fulfilling the legal requirements for recycling levels.
